In most tickling content the restraint is practical: it stops her leaving. In this category it is the point.

The appeal being sold is not the sensation. It is the arrangement around it, agreed in advance, where she cannot end the scene by moving and has handed that decision to somebody else. The tickling is what makes the arrangement legible, because it produces a reaction she cannot perform or suppress.

That is also why the overlap with ordinary bondage runs the way it does. People already into restraint find their way here far more often than the reverse.
